The Emergency Operations’ Center (COE) has increased the state of alert from green to yellow for the Atlantic coast, due to high waves. Small and medium sized boats from Manzanillo in Montecristi to Cabo Engaño in La Altagracia have been ordered to stay in port. In the Bay of Samaná, small boats must not leave the bay area.
In addition those living in Matancitas in Maria Trinidad Sánchez province and in Gaspar Hernández in Espaillat have been told to take preventive measure for possible coastal flooding.
In Puerto Plata those at the beach are not allowed to swim and aquatic activities have been suspended. In addition hotels have been told to fly red flags.
The Association of Small Boat Owners of Puerto Plata has decided to take all of its boats to Luperon harbor as a precaution.
Meanwhile, around 10 families had to be evacuated from their dwellings in Río San Juan, María Trinidad Sánchez province and in Gaspar Hernández, Espaillat due to the rising ocean water caused by waves of more than 12 feet product of the low pressure system. Seven families were rescued from Acapulco sector in Río San Juan. The houses, nevertheless, were not damaged, but debris was littered all around the streets, as reported by the Center for Emergency Operations.
The high tide was also felt in the Puerto Plata Malecon area and in Macao Beach in Punta Cana, but there have not been reports of evacuations.

Transport workers in Puerto Plata (both truck and public transport drivers) began a strike yesterday, Monday 5 March, 2018, demanding the government finish repairs on the Navarrete- Puerto Plata road.
The announcement of the strike was made by the Federation of Transport Drivers, stating the strike will last from 6am on Monday to 6am on the following Wednesday.
Union president, Cipriano Francisco Tavárez, said that they were tired of asking the Ministry of Public Works to speed up the project and warned there would be no transport of goods or passengers during the strike.
He said they were also demanding the completion of the Imbert-Luperon road, Imbert-Guananico and Imbert-Puerto Plata.
But the strike 48 hour strike that would have started at 6am on 5 March 2018, was called off two hours later, by 8am. It did not receive the expected support and transport was resumed on the roads.

The Dominican Republic seeks to encourage the giant oil companies to take on natural gas and oil exploration. An interview carried by Bloomberg tells of Energy and Mines Minister Antonio Isa Conde saying that the government has plans to open two land blocks for oil exploration and two offshore blocks for natural gas exploratory drilling by the end of March.
According to the Bloomberg note, the government has eyed BP and Exxon for the job. Bloomberg reports that Exxon is already leading a group of companies that are developing 6.6-million acres in Guyana’s waters that could make that country one of Latin America’s largest oil producers within a decade.
The DR is not alone in courting the big companies: The Bahamas, Suriname, and Jamaica are other countries taking big steps to find their own oil fortunes.

The Dominican national basketball team is now ranked in the top 20 of the FIBA World Ranking Men presented by Nike. The DR is in 17th place at the conclusion of the February 2018 window of the FIBA Basketball World Cup 2019 Qualifiers.
The DR has won all its games in the first round competitions held in November 2017 and February 2018. The next matches are set for June 2018. In this round, 16 teams are participating. The top 3 of each group move on to the second round.
The 12 teams of the second round will compete in matches in September and November 2018 and in February 2019. Of these, seven teams will qualify, the top 3 of each group and the best 4th. The World Cup is set for 31 August-15 September 2018 in China 2019 with the participation of 32 teams from all around the world.

Reporters from Univision and Columbia Journalism Investigations have looked into Trump deals in Cap Cana, in southern Punta Cana after the organization is reportedly reviving a folded 10-year old real estate relationship in Cap Cana.
The participation of Trump in a new deal in the tourism and residential development is making headlines. Behind it all is a Ministry of Tourism authorization for the construction of high rises in the Punta Cana area, a step back from land use regulations that have capped heights in the area to around the height of a coconut tree. The change is opposed by the National Hotel & Tourism Association (Asonahores).
Trump had promised not to pursue any new overseas business deals while in office but, recently Fast Company reported that “the Trump Organization is close to an agreement in the Dominican Republic with a developer to partner on a project on the east coast of the island.”
The project is reportedly a partnership between the Trump Organization and local island developer, Cap Cana Group. According to Fast Company, the Cap Cana Group, was given permission to build 17 towers, which would increase the height restrictions of buildings along the coast, something that is causing controversy locally.

MONTREAL — A Bishop’s University student died and another was injured after they both fell at a beach resort in the Dominican Republic while on spring break vacation over the weekend.
University officials said Ben Houtman, who was from Vancouver, died early Saturday morning. The other student has been hospitalized, the school said.
Houtman’s family said in a separate statement released Monday he was the victim of an accidental fall at the Hamaca Beach resort in Santo Domingo.
They remembered him as a “treasured young man who has left an indelible impression on all of our lives.”
“We are shattered and grieving the loss of our only son, Ben,” the statement read. “At the same time we are truly grateful for the overwhelming support and love we have received from friends and family.
Houtman, 21, was part of a group of 30 students from the Sherbrooke, Que. university who left Friday for a spring break trip to the Caribbean.
The trip wasn’t organized by the university, where Houtman had been a student at the Williams School of Business since 2014.
“It was an unfortunate accident that could have happened anytime, anywhere,” his parents said. “Ben was enjoying himself in the prime of his life. He loved travel, camping, sports and music and especially loved bringing people together.”
Friend and roommate James Huxham, who was with Houtman in the Dominican Republic, remembered him as “the glue that held a massive group of friends that stretch across Canada and the world.”
In a text message, Huxham said Houtman enriched the lives of many by making them feel comfortable and safe.
“Whether it was a smile, a kind word, or a hug, he always made lifelong connections,” Huxham said.
Principal Michael Goldbloom said the institution is offering support and counseling to anyone who may need it.
“We know that this tragedy will be deeply felt by many members of our community,” Goldbloom wrote in a statement to the university community on Sunday.
“Ben was a very thoughtful and positive person with a wide circle of friends. He loved bringing people together and ensuring that no one felt excluded.”
Global Affairs Canada said they are working with local authorities to get more information about what happened.
“Canadian officials in Santo Domingo and in Ottawa are providing consular assistance to the families and to the injured Canadian,” said spokesman Philip Hannan.
The university said it plans to hold a vigil for Houtman when classes resume.

SANTIAGO, CHILE — The graying comic yells “Hola negrito” into the crowd gathered at the Plaza de Armas, delivers some one-liners and then spies a couple eating vanilla ice cream.
“Where are you from?” Cristián Matias asks the man and woman, who proudly respond: Haiti.
“It’s a good thing you’re not eating chocolito, otherwise you would eat your fingers,” the street performer quips.
The mostly Chilean crowd laughs. The couple look offended.
Moments later, the comedian drops another insult, this time shouting “Masisi” — a Creole pejorative for gay men — as two young Haitian men cut through the masses.
Matias insisted later to a reporter that he’s not a racist and that the jokes are all in good fun. But Haitians, and experts on racism and discrimination in Chile, say such crude remarks are the kind of subtle — and not so subtle — acts of humiliation and racism the black migrants are routinely subjected to in the South American nation.
“Racism is really strong in Chile right now,” said Yvenet Dorsainvil, a Haitian immigrant and author who moved to Chile nine years ago to attend college. “It’s so strong that sometimes you think people are from another century.”
As Chile becomes a leading destination for migrants from Haiti, the Dominican Republic and South American countries with black populations, the surge in migrant arrivals is giving rise to concerns about xenophobia and growing racism in a society that has long regarded itself as not just white, but whiter than most other Latin American countries. While not unique to Chile, racism takes on special characteristics here, observers say, from the outright to the more nuanced violence or micro-aggression.
