Altice denies it’s up for sale, says only long distance service to change hands

In a press release, Altice Dominicana clarified that the company is not for sale and what is advanced is a business deal with Tofane Global in which Tofane Global would take over the handling of long distance international traffic for Altice operations in French, Portuguese and Dominican markets.

The long distance business is specifically that traffic of international calls between different destinations, which fixes the cost per minute of these calls and between different operators that intervene in the communication. As reported, the exclusive negotiation with Tofane Global promises to provide better quality to the international calls, since the company is world leader in this technology.

Regarding this deal, Martin Roos, the CEO of Altice Dominicana, told the media “the signing of this transaction that is the exclusively to the market of long distance calls which is not strategic for our group and therefore makes no impact on our operations in the local market, which is to say no impact on regular commercial activities undertaken by our clients, consumers and companies which we serve.”

Altice to be sold

Altice to be sold

Tofane Global has agreed to acquire Altice’s wholesale voice carrier business in France, Portugal and the Dominican Republic. Tofane Global is described online as a new French player in the telecom and digital sectors, and a specialist of international inter operators’ carrier services”. The company is led by Alexandre Pébereau, previously with Orange, Maroc Telecom and Bollore.

A statement has been released saying Tofane, has entered into exclusivity to buy its international voice carrier assets, grouped as Altice International Wholesale (AIW).

The three entities of AIW (SFR Carriers, Meo and Orange Dominicana) transported 14 billion minutes of international voice traffic in 2017. The deal, should it be completed, will see Tofane continue to remain as a strategic partner for Altice, it said.

According to Pebereau, “Once all authorizations are received Tofane Global will become the third largest provider of voice and mobile data services in the world.”

Altice said in its statement: “Altice N.V. announces today it has entered into exclusivity with Tofane Global, a Paris-based telecommunications and digital player specializing in international carrier services, for the sale of its international wholesale voice carrier business in France, Portugal and the Dominican Republic.

“This transaction shows further execution of Altice’s non-core asset disposal program to strengthen the company’s long-term balance sheet position and focus on improving the operational and financial results of its key franchises.”

Altice had completed its agreement for the merger of the previously purchased Orange and Tricom telecom operations in the Dominican Republic with Indotel, the Dominican telecom regulators, in September 2017.

Tensions on the rise between Haitians and Dominicans in Pedernales

Minister of Interior and Police Carlos Amarante said a contingent of National Police and army agents were sent to Pedernales to reinforce security in that city in response to a video circulating on social media motivating the population to forcibly expel Haitians living in the area in revenge for murders of a three Dominicans in which Haitians are being accused of having committed the crimes. He said the border security agency Cesfront and the Army are working to suppress the upsurge in violence the province.

According to the Mayor of Pedernales, Luis Manual Feliz, a “disco light” vehicle carrying unknown persons travelled throughout all of Pedernales announcing on loud speakers that Haitians had 24 hours to leave or face violent actions against them.

The Mayor has asked that President Medina and Foreign Minister Vargas as yesterday to intervene in the crisis. Amarante reported that on Monday, 12 March 2018, two Haitians who were attacked and injured and are being treated at a local hospital.

At the same time, dozens of people protested in front of the Public Prosecution office, the police station and military stations demanding justice for the murders of farmer Julio Reyes Pérez and his wife Neiba Féliz Urbáez who were attacked with machetes. Haitians are the lead suspects. Julio Reyes is a close relative of former senator for Pedernales, Angel Dignocrates Pérez.

The couple was attacked on 20 February 2018. Reyes Perez died at the scene of the attack. On Sunday, 10 March, his wife, Neiba died from her injuries while being treated in the intensive care unit in the Ney Arias Lora hospital in Santo Domingo.

Another murder attributed to Haitians is that of 26-year old Turbí Díaz whose body was found in the Oviedo garbage dump.

The demonstrators carried placards asking for justice saying that the crimes were carried out by Haitians who then fled across the border.

Yesterday, Monday 12 March, Haitians were seen leaving the city to avoid acts of revenge by Dominicans.

Interior and Police Minister Amarante said local authorities are in touch with Haitian authorities for the arrest in Haiti of the lead suspects in the crimes.

Visas no longer needed to travel to Nicaragua

Dominicans can travel to Nicaragua without a visa. Likewise, citizens of Nicaragua can visit the Dominican Republic for the same period of up to 90 days.

Italian convicted to 15 years in jail for child pornography

A Puerto Plata court issued a 15-year jail sentence to Giuseppe Sgarbi, an Italian citizen for operating a child pornography network from the Dominican Republic. Sgarbi will serve his sentence at the San Felipe prison. The network had been operating in the Caribbean since the 80s.

The case against Sgarbi was based on evidence in the case of two teenagers, ages 16 and 17 years old. When arrested in his residence, digital evidence of pornographic images of children ages 11 to 16 years was collected. Also investigators interviewed multiple other victims who said they were encouraged to visit Sgarbi at his home where he prepared the pornographic material. He was sentenced for violating Arts 1, 3 and 7 of the Illicit Trafficking in Persons Law 137-03 and Arts 396, 410 and 411 of the Child Protection Code Law 136-03 and Art. 24 of the High Tech Crimes Law 53-07.

Judge Osvaldo Bonilla said the ruling seeks to send a message to other foreigners who use the country for these atrocities against vulnerable children.

The sister of President Danilo Medina, former president of the Chamber of Deputies, Lucia Medina said on Saturday, 11 March 2018, that in her understanding the 2015 Constitution does not ban the President from seeking another term. She said to seek reelection or not is a personal decision to be made by the President.

Constitutional scholars would note that this is her interpretation of the 2015 Constitution that amended the 2010 Constitution. The 2015 Constitution allowed President Medina to seek reelection in 2016.

Lucia Medina says the 2015 Constitution includes language that authorizes the president to run for two consecutive terms and then never again. She noted that under the current Constitution, Danilo Medina has only been in office one election cycle. She feels the 2012-2016 cycle does not count.

She insisted that only President Medina would make the decision to seek reelection and that his political part, Dominican Liberation Party (PLD), would abide by his decision. Lucia Medina noted that, of course, the final vote of approval would be granted by the Dominican people in the 2020 election itself.

The legislator made the statement after the official spokesman for the Presidency, Roberto Rodríguez Marchena, said on a television program that a part of the population is in favor of the reelection of Medina. This was earlier responded to via Twitter by Franklin Almeyda, former Minister of Interior, and member of the PLD political committee, who said that Rodríguez Marchena should limit himself to his role as spokesman for the Executive Branch. Almeyda is said to be close to former President Leonel Fernández who has the highest ratings in the PLD of those authorized by the 2015 Constitution to take part in the 2020 election.

Chapter II of the 13 June 2015 Constitution includes temporary clauses that establish: “In the case of the President of the Republic, corresponding to the constitutional period 2012-2016, if candidate to the same position for the constitutional period 2016-2020, not being able to run for the next period or any other period, and neither for the position of Vice President of the Republic.”

Meanwhile, Listin Diario reported that lawyers and politicians are seeking a legal pathway that would re-interpret the clause that prohibits a president to be reelected. The alternative interpretation of key clauses in the Constitution could provide a framework for a legal argument to be made to the Constitutional Court that would essentially permit Medina to run for reelection. This appeal to the Constitutional Court was made by attorney Fredermido Ferreras Díaz on 15 February 2018, and has been assigned the case number TC-01-2018-003.

El Caribe newspaper recalls that on 17 June 2015, President Danilo Medina, in an address from the Presidential Palace on the constitutional amendment Art. 124 that allowed him to run for office in 2016, explained this would mark the end of his political career. “Also, by backing this reelection amendment, I was also taking the decision to end my political career, because it is understood that after these four more years, if the people vote for me in May 2016, I will not be able to be a candidate for President of the Republic again.”

The possibility of President Medina seeking reelection has divided the party, primarily between followers of Medina and those of former President Leonel Fernández who had sought to run again for President in 2016.

Dominican Republic boosts security along Haiti border

SANTO DOMINGO, Dominican Republic (CMC) — Security officials in the Dominican Republic, say they have beefed up security along the border with Haiti in order to stem the flow of illegal immigrants

According to Defence Minister Rubén Paulino, additional troops from the three military branches, as well as intelligence units have been deployed.

He says the plan includes 50 drones, 50 vehicles, 200 motorcycles, and air force aircraft and navy boats to patrol the coastline.

In making the recent announcement, Paulino warned those in the agricultural sector in particular, against hiring Haitian labourers illegally and encourged them to hire Dominican nationals.

The defence minister also visited the towns of Dajabón, Elías Piña and Jimaní – all located along the border, to supervise the start of operations that will be headed by Army commanders and for which that institution has deployed the 900 soldiers.

He added that the operations, “complies with the provisions of President Danilo Medina in his speech last month to counteract the traffic of undocumented immigrants, drug trafficking, smuggling in the zones and establish health and sanitary controls.”

The Dominican Republic and Haiti share the island of Hispaniola.
