The Carolina Foundation lists the Dominican Republic as having received a loan from China. Their source is a list prepared by the Latin American Federation of Banks (Felaban). On the Felaban list are Venezuela with 18 loans, Brazil, Argentina and Jamaica with 11, Ecuador with 15, Bolivia with 9, Cuba with 3, Guyana, Bahamas and Trinidad & Tobago with 2 and Mexico, Costa Rica, Barbados, Peru and the Dominican Republic with one. Other reports say that the Dominican loan was transacted but was not disbursed.
China has made an estimated US$141 billion in loans to the Latin American region from 2005-2016, according to the Carolina Foundation report that is based on data from the Economic Commission for Latin America and the Caribbean (ECLAC).

China is today the second biggest foreign investor after the United States. In 2017, it was contributing 15% of direct foreign investment in the region. 44% of the investments are in Venezuela, 26% in Brazil, 12% in Ecuador and 11% in Argentina. The Dominican peso continues to depreciate against the US dollar, despite the measures introduced by the Central Bank. On 16 September, the Central Bank injected more than US$100 million into the market in an attempt to stabilize the exchange rate.
At present, the rate is at around 53 pesos to the US dollar. Economists are predicting it will continue to rise and could reach RD$55 to US$1 before the end of the year.
Businesses and economists are saying that the increase is due to the political instability caused by the divide within the ruling Dominican Liberation Party.

“I’m going to win the election,” he said as he gestured and was applauded by those present at the National Assembly of Leaders held on Monday, 21 October at a sports arena. In the event closing speech, he ensured his followers that the ruling Dominican Liberation Party (PLD) will win the presidential election scheduled for May 2020. “Go ahead, comrades and comrades, with these men who are here, I particularly tell you that I win the next election,” said Medina, even though he is not the presidential candidate for the PLD. Gonzalo Castillo is the presidential candidate for the PLD.
Medina also said that it was Gonzalo Castillo’s turn to close the event with his speech, but the party had decided that he should not speak. Medina explained this was “to protect him as the candidate of the PLD.”
President Danilo Medina said that the support of those present in the event was multiplied by the people outside the arena who would support the chosen PLD presidential candidate Gonzalo Castillo. “But not just you, for each one of you there are a thousand people in your homes waiting to support him, to take Gonzalo Castillo to the Presidency of the Republic,” he said.
In the same improvised speech, Medina warned that PLD party members winning their candidacies in the elections and then supporting Leonel Fernández that they will not get away with it. “In the PLD we are open and generous, but we are not fools. Anyone who thinks he’s going to pull our leg is wrong. If you want to fool us, don’t waste your time, because you won’t win,” he said, warning those who are not loyal to him.
Several strong Leonel Fernández supporters won candidacies to congressional and municipal positions during the 6 October PLD primary. These include Amarilis Santana, who won the PLD senate andidacy for La Romana; Abel Martínez, who won the party candidacy for mayor of Santiago; Félix Bautista, who won the senate seat for San Juan de la Maguana; and Dionis Sánchez, who won the senate seat for Pedernales.
Deputy Demóstenes Martínez, who won a deputy seat also for the PLD, already resigned from running as a candidate for the party.

The medical director of the largest private hospital in Santiago, the Hospital Metropolitano de Santiago (Homs), psychiatrist Mirlán de los Santos warned about the high number of suicides in the Dominican Republic. He said there were more than 800 suicides last year. So far this year, 300 have been reported. In an interview with Diario Libre, he said the young population is mostly at risk.
Dr. De los Santos said that the coverage of suicides in the media can have an affect on the number of suicides. He pointed out that sharing in the media of dramatic details of a suicidal death can motivate others to do the same. The other extreme is to not give coverage to suicides in the media. This gives the impression suicides are not a problem for Dominican society. He urges that the community, in general, be taught how to read the non-verbal language to identify potential suicidal persons to take actions to prevent these.

The “Queens of the Caribbean” team has had a very demanding past season in the world of volleyball elite competitions. The National Women’s Volleyball Team—a.k.a. The “Queens of the Caribbean”—as of 29 September is ranked #10 in the world. The Dominican team is preparing to compete in the continental Tokyo 2020 Olympic Games qualifier to take place in Santo Domingo in January 2020.
Coach Marcos Kwiek says that 2019 has been a good year for the team. He said the team won matches against teams that are better ranked in the FIVB rankings. The list is impressive indeed: The USA, in the League of Nations and North, Central America and Caribbean Volleyball Confederation (Norceca); Brazil, Russia and Japan, in the League of Nations; Serbia and Holland, in the League of Nations, in the World Cup.
The current world rankings have China at the top of the list, followed by the USA, Serbia, Brazil, Russia, Netherlands, Japan, Italia, Korea and the Dominican Republic. On that list, only China and Italy escaped defeat by the Queens of the Caribbean. Both the USA and Korean teams lost twice to the Queens of the Caribbean. The DR lost 3-2 to Brazil in the pre-Olympic trials held in Santo Domingo.
Coach Kwiek stressed that the win over the USA was not a fluke nor did that team have a “bad day” nor was the DR playing its greatest game.
“This has been a great year,” Kwiek stressed.

The National Health Service (SNS) and the United Nations Children’s Fund (Unicef) office in Santo Domingo announced a reduction in maternal and newborn death statistics. From October 2018 to October 2019 there has been 33 fewer maternal deaths and 500 fewer deaths of newborn babies in public hospitals nationwide.
The most improvements are reported for the provinces of Azua, San Juan de la Maguana and Elías Piña in the southwest and west of the country. These provinces showed a 61% improvement in their maternal and baby death statistics. Medical authorities in the western provinces of Independencia, Barahona, Bahoruco and Pedernales in the same geographical area reported declines of 46% in their maternal and neonatal mortality indexes.
The SNS reported that in the public hospitals in Santo Domingo and Santiago, where 55% of the almost 200,000 births a year are reported, maternal deaths were down 41% and newborn deaths 33%.
The SNS explains the improvement is the result of a series of enhanced measures in prenatal consultation services, preparation, delivery, immediate attention to the newborn, postpartum and breastfeeding. In addition, development and implementation of best practices, biosecurity standards control, compliance with medical watches, hiring and training of personnel, psychoprophylaxis during labor and implementation of visual reminders. The 24 public hospitals that manage 70% of births nationwide have also received additional equipment and supplies, carried out better internal monitoring and distributed information to mothers on newborn care and breastfeeding.
It also provides equipment and supplies, internal monitoring, information for mothers on newborn care and breastfeeding wards.
Regardless of the improvements, maternal and neonatal death indexes in the Dominican Republic continue high. Official statistics indicate there have been 2,180 newborn deaths (in the 27 first days of birth) so far this 2019.
The most deaths of newborns occur in the Enriquillo region that encompasses the southwestern provinces of Barahona, Bahoruco, Independencia and Pedernales on the border with Haiti. It reflects the thousands of births to immigrant mothers from Haiti.
