JCE says it can’t organize 2016 election

The Central Electoral Board (JCE) says it is running a budget deficit of RD$1 billion, with arrears with suppliers. In an interview with El Nacional, JCE judges Eduardo Olivares, Rosario Graciano, Roberto Rosario, Jose Angel Aquino and Cesar Francisco Feliz said the National Budget has only allocated an additional RD$200 million in funds compared to the 2014 budget and that the total assignment of RD$3.15 billion is not enough for the organization of the 2016 municipal, congressional and presidential elections. The judges say money has not been allocated for the organization of the 2016 election. The JCE requested RD$8.3 billion, since Law 275-97 establishes that the JCE should receive 1.5% of the budget plus electoral expenses, as reported in El Nacional. The JCE says it owes its suppliers RD$1,001,237,158.12.

Roberto Rosario added that the JCE has incurred additional expenses for the National Foreigner Legalization Plan jointly implemented with the Ministry of Interior and Police.

The JCE has rejected controls on its spending by the Government Procurement Agency, including the tender for issuing the new ID cards. The Constitutional Court ruled in favor of the JCE keeping its autonomous status from central government procurement controls.

The JCE says it has delivered new ID cards to 4.8 million citizens, of a total of seven million who need to renew the document in time for the 2016 election. The JCE expects to conclude the change of cards in the first three months of 2015. The JCE says that 2.2 million people still need to renew their cards. According to the JCE, December was a peak month with 408,000 citizens getting the cards, including 100,000 after the JCE announced the document would expire on 10 January 2015.

Long lines of people responding to the last minute deadline have been reported. The JCE says that the old document will not be acceptable for government, financial or legal transactions once it expires on 10 January 2015.
