Illegal lottery outlets need control
The Executive Director of the National Federation of Lottery Outlets (Fenabanca), Luis Michel Dicen, has complained that there are more than 20,000 illegal lottery outlets functioning throughout the country, which has caused more than RD$300 million of lost business for the licensed and registered Federation affiliates.
Dicen called on for the government to resolve the problem of unlicensed lottery outlets, specifically recommending that the Ministry of Finance take the lead to address the issue since it has regulatory authority over this type of business, as outlined in Public Law 139-11 – Games of Chance and the Lottery.
Dicen also urged the Public Prosecutor’ Office create an agency that is exclusively charged to regulate the country’s lottery sector, given the huge sums of money circulating in lottery ticket sales on a daily basis and growing number of illegal outlets.
He added that more than 76,000 people work for illegal lottery operations.
