Top revenuer says it’s the poor who pay the most taxes
Santo Domingo.- Internal Tax Agency (DGII) director Guarocuya Felix on Sunday said of every 100 pesos that flows into the Treasury, $67 are paid by low-income taxpayers.
He said talk of equity must also form part of the discussion leading to a fiscal pact. “Equity occurs not only on expenditure, but also starts with the income structure.”
”The tax burden isn’t the only important thing, but the composition of the tax burden and therefore the talk for a new tax system. It’s not just about a comprehensive reform, let’s see where’s the income, spending and credit,” he said.
Felix, speaking during an event hosted by the Dominican Republic National Merchants Federation, called the tax system bad, unfair and difficult to manage,” because it doesn’t allow visualizing its development in the mid and long term.”
The official added that 80% of the structure relies on three taxes: income, selective consumption and ITBIS.
