Commission attributes cause of death of several children at Robert Reid to deficiencies
SD. The commission charged by President Danilo Medina to investigate the deaths of 11 children at the Robert Reid Cabral Children’s Hospital last weekend, delivered their report last night to the President. They say that in four cases there were deficiencies in the quality of the medical attention, another four were due to hospital infections, two were the result of difficulties in the central oxygen supply system and in one case there was a lack of opportune diagnostics.
The following is the complete text of the report delivered last night to the media, during a press conference in the Orlando Martinez Hall of the Presidential Palace.
The commission charged by President Danilo Medina to investigate the deaths of the children at the Robert Reid come about Hospital, finished their report in less than 48 hours, and it was presented to the President on Thursday night.
By instructions from the Chief of State, the Attorney General of the Republic, Francisco Dominguez Brito, who served as coordinator; the chief of the National Police, Major General Manuel Castro Castillo; the chief of the National Department of Investigations, Sigfrido Pared Perez and the director of Senasa, Altagracia Guzmán Marcellino, released the results of the investigation to the people.

After evaluating the 11 case files that were received the commission concluded:
In one (1) case the diagnosis and the handling of the case from when it first entered a private clinic, until it reached the Robert Reid Hospital were not carried out appropriately.
Four (4) cases were due to infections – microbial agents – acquired in the hospital.
Four (4) cases were due to deficiencies in the quality of medical attention. (These are) cases in which it was found that in the clinical files there was no note signed by the doctor on duty, with only a note signed by the medical resident, was a doctor in training.
Likewise, it was possible to observe in an x-ray of the thorax, a cardiomegaly (an enlarged heart) and the patient was not evaluated for possible cardiac insufficiency.
Two (2) cases were due to deficiencies in the quality of management, confirmed in the explicatory note in the case file relating to the difficulty in the central oxygen system.
After carrying out a diagnosis of the causes which produced the fatalities, the commission was able to determine, that nine of the 11 children arrived as referrals from others centers of public and private health in critical condition, and in conditions categorized on a scale of 1 to 5 as fives (5).
From the administrative point of view, that the Ministry of Public Health should take the corresponding decisions, both in regard to the material conditions in the human resources, in accordance with the protocols, regulations and parameters established by the ministry.

With regard to the personnel of the Doctor Robert Reid about Hospital, given the errors and negligence presented and confirmed in the indicated cases, proceed with the administrative and professional sanctions according to the established rules.
