Medina orders all agencies to buy from and contract MSMEs
Santo Domingo.- President Danilo Medina yesterday ordered all government agencies, subject to Law 340-06, to purchase from and contract the MSMEs.
Executive order 164-13 states that goods and services attained by government agencies have to be exclusively of local origin or manufacture, as long as there MSMEs can supply them.
The decree states that for industrial products to be considered domestically manufactured or produced, the total value of imported materials must not exceed 65 percent of the finished good’s sale price.
As to pharmaceuticals, their manufacture must be by a company whose facilities are in Dominican Republic, while for farm goods and livestock, their cultivation and birth should be national.
“In the procurement and contracting of goods and services from MSMEs, preference on contracting will also be given to micro, small and medium businesses, individuals, technicians, professionals and artisans, preferably residents of the region, province or municipality where the purchase is made or whose suppliers must certify that status according to the provisions established in the specifications.”
